UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new poll of local authorities, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England stated that six out of ten of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise local levies next spring to address the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils recently further found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (IMD) covering UK local authorities, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
